Ghana excited to take part in next phase of H2O Collaboration

By Ako Odotei, a member of the Rotary Club of Tema, Ghana, Africa. This is the first in a series of planned posts from Rotary members involved in the Rotary-USAID International H2O Collaboration that supports lasting, positive change to water, sanitation, and hygiene (WASH) initiatives.

When the Rotary-USAID International H20 Collaboration asked Rotary clubs in Ghana to participate in the second phase of the partnership, there was a lot of excitement as well as some trepidation. US$4 million (the amount the collaboration has committed to each country for 2015-18) is a lot of money!

Even though we were successful the first time around (from 2009 to 2013), setting up a national project between clubs can bring some challenges of their own. We didn’t want clubs to feel as if the project was being forced on them. So we began by promoting the benefits of this partnership and project to club leadership.

Club leaders were informed of the long-term nature of the project, and the importance of choosing members with skills to ensure a successful outcome. To collect information and data, we asked local Rotaractors to help. We anticipate 34 clubs will participate.

As far as I am concerned, Rotary is all about fellowship and service and the collaboration presents Rotary members the opportunity to have a meaningful connection with the local communities and direct beneficiaries.

We are expected to raise $200,000, so securing an international partner and other club/district contributors are essential. To find an international partner, we advertised in theWater and Sanitation Rotarian Action Group (WASRAG) bulletin.  Thanks to the support of Past District Governor Ron Denham, we received a lot of interest and we secured a partnership with District 6380 (parts of Ontario, Canada, and Michigan, USA). We have worked with them in the past and are excited to once again work together. In April 2015, the host project management committee, Global Communities (USAID’s implementing partner) and USAID Mission-Ghana began discussions with the Community Water and Sanitation Agency (the government agency in charge of rural water and sanitation in Ghana). Six areas in the northern, southern, western, and eastern regions were selected based on a needs assessment done by the Community Water and Sanitation Agency. From these regions, 13 districts were selected and approximately 130 communities have been earmarked for intervention. After the club committees are trained, we will conduct a needs assessment and verify needs in those 130 selected communities, then begin implementing the project in March 2016.

Some struggles we faced were getting all organizations on the same page. We are finalizing a plan which will include monthly informational meetings between the host project management committee, Global Communities, and the USAID Mission for updates, additional strategic planning and coordination of all activities.

ตอนที่โครงการร่วมมือ H2O ของโรตารี-ยูเสด (USAID - United States Agency for International Development องค์การพัฒนาระหว่างประเทศแห่งสหรัฐอเมริกา) ได้ติดต่อไปที่สโมสรโรตารีในกาน่า เพื่อขอให้ช่วยประสานงานในโครงการนี้ในขั้นที่สอง คนที่นั่นต่างแสดงความตื่นเต้นและวิตกกังวล เพราะเงินจำนวนสี่ล้านเหรียญสหรัฐ ที่จะใช้ตลอดโครงการนี้ระหว่างปี พ.ศ.๒๕๕๘ - ๒๕๖๑ นั้นเป็นเงินจำนวนมากทีเดียว 

แม้ว่าเราจะประสพความสำเร็จในขั้นแรกที่มีระยะเวลาดำเนินการระหว่างปี พ.ศ.๒๕๕๒ - ๒๕๕๖ โดยได้จัดตั้งโครงการระดับประเทศร่วมกับสโมสรต่าง ๆ สร้างความท้าทายให้เกิดขึ้นในบรรดาผู้ที่เกี่ยวข้อง เราไม่ต้องการให้สโมสรรู้สึกว่าเรากดดันให้เขาต้องมาเข้าร่วมกิจกรรมแบบนี้ ดังนั้นเราจึงจัดให้มีการบอกกล่าวกับผู้นำสโมสรทั้งหมดถึงประโยชน์ที่หุ้นส่วนในโครงการนี้จะได้รับ

ผู้นำสโมสรรับทราบถึงผลได้ผลเสียที่จะเกิดขึ้นจากโครงการนี้ในระยะยาว และมีความจำเป็นเพียงใดที่จะต้องมีการคัดเลือกสมาชิกที่มีทักษะเข้าร่วมเพื่อประกันความสำเร็จของโครงการ ดังนั้นเราจึงมีความจำเป็นต้องเก็บข้อมูลให้มากพอ เราจึงขอความช่วยเหลือไปยังสโมสรโรตาแรคท์ ซึ่งคาดว่าจะมีสโมสรต่าง ๆ ทั้งสิ้น ๓๔ สโมสรเข้าร่วม

เราหวังว่าจะสามารถหาทุนได้จำนวน ๒๐๐,๐๐๐ เหรียญ ดังนั้นการหาหุ้นส่วนจากต่างประเทศและสโมสรหรือภาคโรตารีต่างประเทศจึงเป็นหัวใจสำคัญ  วิธีการหาผู้ร่วมโครงการจากต่างประเทศนั้น เราใช้วิธีการลงโฆษณาในจดหมายข่าวของ กลุ่มปฏิบัติการน้ำและสุขาภิบาลของโรตารี ด้วยความช่วยเหลือจากอดีตผู้ว่าการภาครอน เดนแฮม มีการตอบรับเข้ามามาก และเราก็เลือกภาค ๖๓๘๐ (บางส่วนของออนแทริโอ ประเทศแคนาดา กับมิชิแกนของสหรัฐอเมริกา) เราเคยทำงานร่วมกับภาคนี้มาก่อนแล้ว และดีใจที่จะได้ร่วมงานกันอีก เรายังคงต้องการเงินจากกองทุนภาค (DDF) หรือเงินสดสมทบในโครงการนี้ ดังนั้นหากมีผู้สนใจ กรุณาติดต่อเราที่ rotaryusaid@rotary.org 

เดือนเมษายน ๒๕๕๘ คณะกรรมการบริหารจัดการที่เป็นเจ้าภาพในโครงการนี้ ซึ่งประกอบด้วยโกลบอลคอมมูนิตี้ (หุ้นส่วนภาคปฏิบัติของยูเสด) และ ยูเสดสาขากาน่าได้เริ่มปรึกษาหารือร่วมกับหน่วยงานน้ำและสุขาภิบาลชุมชน ซึ่งเป็นหน่วยงานของราชการ  พื้นที่ ๖ ส่วนในที่ครอบคลุมในภาคทั้ง ๔ คือ ภาคเหนือ ภาคใต้ ภาคตะวันตก และภาคตะวันออก ได้รับการคัดเลือกโดยประเมินความต้องการที่แท้จริงโดยหน่วยงานน้ำและสุขาภิบาลชุมชน  จากพื้นที่ ๖ แห่งนี้เราคัดเลือก ๑๓ อำเภอที่มีชุมชนที่เดือดร้อนจริงอยู่ ๑๓๐ ชุมชน เป็นเป้าหมายในการให้ความช่วยเหลือก่อน เมื่อคณะกรรมการของสโมสรได้รับการฝึกอบรมเพียงพอแล้ว เราทำการสำรวจประเมินความต้องการเพื่อตรวจสอบชุมชนทั้ง ๑๓๐ แห่ง ก่อนที่จะเข้าไปทำโครงการจริงจังในเดือนมีนาคม ๒๕๕๙

จุดบกพร่องที่เราพบคือการรวบรวมหน่วยงานที่เกี่ยวข้องทั้งหมดให้มาอยู่ในโครงการเดียวกันให้ได้ เรากำลังเร่งทำแผนให้เสร็จสิ้นซึ่งในนั้นจะกำหนดวันประชุมระหว่างเจ้าภาพกับคณะกรรมการบริหารโครงการ โกลบอลคอมมูนิตี้ และตัวแทนจากยูเสด ทั้งนี้เพื่อให้ทุกฝ่ายรับทราบข้อมูลที่ปรับปรุงล่าสุดตรงกัน รวมถึงการ่วมกันวางแผนยุทธศาสตร์และกำหนดความร่วมมือในทุกกิจกรรม

A simple idea benefits many in Mexico

From 2 to 8 July, I led my club’s second H2OpenDoors expedition to central Mexico. The three-year-old Rotary project provides SunSpring water purification systems for poor villages and schools and allows the villages to sell the surplus water from the systems.

The project touches on several of Rotary’s areas of focus: providing clean water, building peace (by combating poverty), and educating youth.

We bring along a dozen or so students, as well as a few teachers, so they can see how a simple idea can become a project and benefit thousands of people. We hope the students return to their schools empowered to make a difference.

Presidential visit

Last year, we were able to visit with former Mexican President Vicente Fox, who pledged to partner with us on future efforts.

This year’s trip included 24 Rotary members, friends, family, students, and teachers. We installed a solar-powered SunSpring water purification system in San Miguel de Allende. The plant will bottle water into 10-liter reusable jugs and sell it to the public at a third the cost of other water. Even so, it will raise close to $200,000 a year for CRISMA, a rehabilitation center for disabled children and adults with cerebral palsy and Down syndrome. Fox and his wife support the center through their foundation.

The implications of this project are huge. All over the developing world, social services like these close for lack of funding or government support. At CRISMA, mothers and their disabled children travel for up to three days by bus for therapy sessions vital to the children’s growth and recovery.

A thirst for change

Mexico is the world’s No. 1 consumer, per capita, of bottled water. The vast majority of sales are by four multinational companies. By launching a new water-bottling enterprise whose sole purpose is to support services for the poor, we our creating a model others can follow.

During our trip, students spent time painting, planting, and helping with aqua-therapy classes. One of our teachers noted that the trip was a once-in-a lifetime experience. We spent the final three days of the six-day trip at Centro Fox, the presidential library and international conference center named for the former president. Fox told us he enjoyed hosting the students as an opportunity to help them develop a purpose in life and learn leadership skills

My day job is running KL&P Marketing in San Carlos, California, and our largest client, AT&T, is running a college promotional campaign that will raise $100,000 for H2OpenDoors. When the campaign ends in October, 10 college students from all over the country will be chosen to join a team to install water systems at two villages in Guanajuato State in central Mexico. We also have expeditions planned for Nepal, Guatemala, El Salvador, and Cuba.

เราสามารถจัดโครงการนี้ให้อยู่ในประเภทโครงการเน้นพิเศษของโรตารีได้หลายประเภท ไม่ว่าจะเป็นโครงการน้ำสะอาด สันติภาพ หรือการศึกษาของเยาวชน

เวลาไปทำโครงการนี้เราเชิญครูและนักเรียนติดตามไปด้วยรวมกันแล้วกว่าสิบคน พวกเขาจะได้พบเห็นวิธีการง่าย ๆ ในการทำโครงการซึ่งได้ประโยชน์กับคนนับพัน นักเรียนเหล่านั้นเมื่อกลับไปที่โรงเรียนก็จะสามารถเสนอความคิดที่แตกต่างกันเพื่อพัฒนาโรงเรียนและชุมชน

การเยี่ยมของประธานาธิบดี

ปีที่แล้ว เราได้รับเกียรติให้เร่วมเยี่ยมโครงการพร้อมกับอดีตประธานาธิบดีวีเซนเต้ ฟอกซ์ ผู้ซึ่งเสนอให้ความช่วยเหลือร่วมทำโครงการกับเราในอนาคตด้วย

ปีนี้มีผู้ร่วมเดินทาง ๒๔ คนมีทั้งโรแทเรียน เพื่อน ๆ สมาชิกในครอบครัว นักเรียนและครู  เราติดตั้งเครื่องกรองน้ำพลังแสงอาทิตย์ (SunSpring) ในซานมิเกลเดออัลลองด์ ระบบนี้จะสามารถบรรจุน้ำในถัง (ถังประเภทใช้หมุนเวียน) ขนาด ๑๐ ลิตร แล้วส่งไปจำหน่ายในต้นทุนเพียงหนึ่งในสามของราคาน้ำ จะเป็นรายได้ปีละสองแสนเหรีญสหรัฐแก่ศูนย์ฟื้นฟูเด็กและผู้ใหญ่สมองพิการคริสม่า อดีตประธานาธิบดีฟอกซ์และภริยาให้การอุปการะศูนย์นี้ผ่านมูลนิธิของเขา

ผลตอบรับของโครงการนี้ดีมาก เพราะในส่วนของโลกที่กำลังพัฒนานั้นสวัสดิภาพด้านน้ำสะอาดนี้ช่วยเติมเต็มพื้นที่ ๆ รัฐบาลยังเข้าไม่ถึง  เช่นที่คริสม่านี้ ผู้ปกครองและเด็กพิการต้องเดินทางมากันจากที่ห่างไกล บางคนต้องใช้เวลาตั้งสามวันโดยรถโดยสารประจำทางกว่าจะมาถึง เพื่อรับการบำบัดซึ่งเป็นเรื่องสำคัญมากสำหรับการเจริญเติบของเด็กที่มีถาวะผิดปกติเหล่านี้

กระหายความเปลี่ยนแปลง

ระหว่างการเดินทางของเรา นักเรียนที่ติดตามมาด้วยจะร่วมกิจกรรมทาสี ปลูกต้นไม้ และเป็นผู้ช่วยในคอร์สธาราบำบัด  ครูที่มาด้วยคนหนึ่งยอมรับว่านี่เป็นประสบการณ์ที่เกิดขึ้นได้ยากมาก  เราใช้เวลาสามวันสุดท้าย (จากทั้งหมด ๖ วัน) คลุกคลีอยู่ที่ศูนย์ฟอกซ์ ห้องสมุดประธานาธิบดี และศูนย์ประชุมระหว่างประเทศที่ตั้งชื่อตามอดีตประธานาธิบดี  ซึ่งเขากล่าวกับพวกเราว่า เขาชื่นชอบการได้เป็นเจ้าภาพต้อนรับบรรดานักเรียนนักศึกษา เพราะเยาวชนเหล่านี้จะได้มีโอกาสพัฒนาเป้าหมายในชีวิตและทักษะความเป็นผู้นำ

ในวันปกติผมทำงานที่บริษัทเคแอลแอนด์พีมาร์เก็ตติ้งในซานคาร์ลอส แคลิฟอร์เนีย เรามีลูกค้ารายใหญ่คือ เอทีแอนด์ที ซึ่งกำลังช่วยเราในการรณรงค์หาทุนจำนวน ๑๐๐,๐๐๐ เหรียญเพื่อโครงการ H2OpenDoors  ซึ่งพอถึงเดือนตุลาคมนี้ นักศึกษา ๑๐ คนที่คัดเลือกมาจากทั้งประเทศจะรวมกันเป็นทีมเพื่อไปทำการติดตั้งระบบกรองน้ำในหมู่บ้านห่างไกลในรัฐกวนนาฮวาโต ประเทศเม็กซิโก  แผนต่อไปของเราคือเข้าให้ถึงประเทศเนปาล กัวเตมาลา เอลซัลวาดอร์ และคิวบา

ROTARY MEMBERS RESPOND TO FLINT, MICHIGAN, WATER CRISIS

สมาชิกโรตารีช่วยแก้ปัญหาน้ำในเมืองฟลินท์ รัฐมิชิแกน

พวกเรารู้สึกตื้นตันใจกับความช่วยเหลือที่ได้รับจากบรรดาโรแทเรียนต่อวิกฤตการณ์น้ำในเมืองฟลินท์ รัฐมิชิแกน  สืบเนื่องจากในเดือนเมษายน ๒๕๕๗ การสับเปลี่ยนแหล่งน้ำเพื่อรับน้ำจากทะเลสาบเฮอร์ตันเข้าสู่แม่น้ำฟลินท์ โดยขาดความระมัดระวังตรวจสอบท่อส่งของระบบควบคุมการกรองสารปนเปื้อนซึ่งมีสภาพผุพัง ส่งผลให้เกิดภาวะเจือปนสารตะกั่วในน้ำสูง ตะกั่วทั้งจากอัลลอยด์และจากทองแดงปนเข้าสู่ระบบน้ำประปา

วิกฤตการณ์นี้เป็นข่าวใหญ่มากในสหรัฐอเมริกาในช่วงเวลาที่ผ่านมา มีการทำงานกันอย่างหนักตลอดเวลาหลายเดือน โดยการวางระบบที่จะให้ความช่วยเหลือแก่ครอบครัวที่ได้รับผลกระทบโดยเร่งด่วน  ไม่ว่าจะเป็นสถานีดับเพลิง โบสถ์ และกลุ่มชุมชน ต่างให้ความร่วมมือเป็นจุดรับความช่วยเหลือและส่งต่อให้แก่ครอบครัวที่ต้องการน้ำสะอาดหรือต้องการเครื่องกรองน้ำเสริม ในขณะเดียวกันองค์กรท้องถิ่นอื่น ๆ ก็ช่วยกันระดมเงินช่วยเหลือจากการบริจาค

เราได้ทำงานร่วมกับสโมสรโรตารีต่าง ๆ ที่อยู่ใกล้เคียงเพื่อตอบสนองต่อความกรุณาที่ส่งผ่านเข้ามาโดยตลอด  วิธีที่เรารับความช่วยเหลือได้แก่

1. เราตั้งกองทุนมูลนิธิสโมสรโรตารีฟลินท์  กองทุนนี้ใช้เงินเพื่อสนับสนุนการจัดสรรน้ำสะอาดในพื้นที่เมืองฟลินท์
2. สมาชิกโรตารีอื่น ๆ ยังสามารถร่วมบริจาคเข้ากองทุนพัฒนาและสุขภาพเด็กฟลินท์ ซึ่งตั้งขึ้นเป็นส่วนหนึ่งของมูลนิธิชุมชนเมืองฟลินท์ เพื่อสนับสนุนการแก้ไขวิกฤติการณ์ด้านสาธารณสุข การแพทย์ การให้บริการชุมชนด้านต่าง ๆ ตลอดจนการยับยั้งและลดปัญหาระยะสั้นและระยะยาวที่จะส่งผลกระทบต่อประชากรเมืองฟลินท์
3. ประชาชนทั่วไปสามารถแสดงเจตจำนงค์ให้ความช่วยเหลือด้านเครื่องอุปโภคบริโภค รวมถึงน้ำ โดยผ่านเว็บไซท์ของสโมสร ซึ่งจะมีการแยกกลุ่มการให้ของเพื่อความช่วยเหลือไว้
4. ประชาชนทั่วไปที่ต้องเป็นอาสาสมัครเป็นบุคคลหรือเป็นกลุ่มบุคคลสามารถติดต่อได้ที่ศูนย์รับอาสาสมัครฟลินท์

เรื่องที่น่าเป็นห่วงคือผลกระทบในระยะยาวที่จะเกิดกับเด็ก ๆ ในเมืองฟลินท์เมื่อพวกเขาได้รับสารตะกั่วเข้าสู่ร่างกาย  ทั้งนี้ศูนย์ป้องกันและควบคุมโรคแจ้งว่า "เลือดที่ได้รับสารตะกั่วเจือปน จะไม่สามารถมีชีวิตที่เป็นปกติได้  แม้ได้รับเพียงเล็กน้อยที่สุด ก็จะมีผลต่อระบบประสาทและไอคิวของเด็ก  พวกเขาจะไม่สามารถควบคุมสมาธิได้ และเป็นอุปสรรคต่อการเรียน เมื่อมีสารตะกั่วแล้ว แก้ไขรักษาไม่ได้"

นักวิชาการระบุว่า เด็ก ๆ ที่ดื่มน้ำในเมืองตั้งแต่เดือนเมษายน 2557 มีความเสี่ยงต่อการรับสารตะกั่วทั้งสิ้น ไม่ว่าผลการตรวจหาสาระตะกั่วจะระบุว่าอยู่ในระดับเล็กน้อยเพียงใด  การตรวจหาค่าตะกั่วในเลือกทำในปัจจุบันบอกแต่เพียงสารตะกั่วที่ตกค้างอยู่ ซึ่งปกติแล้วสารตะกั่วในเลือดจะคงอยู่เข้มข้นภายใน 30 วันหลังวันรับสารตะกั่วและจะค่อย ๆ ลดลง เพราะมันไปสะสมส่วนอื่น ๆ ของร่างกาย โดยเฉพาะกระดูก ฟัน และเนื้อเยื่อต่าง ๆ ตะกั่วที่สะสมในร่างกายแล้วจะอยู่ไปอีกนาน แต่ผลการตรวจเลือดไม่ได้บอกว่ามีตะกั่วอยู่ในส่วนอื่น ๆ ของร่างกายหรือไม่

นั่นหมายความเด็กอายุตำ่กว่าหกขวบจำนวน 8,657 คนในเมืองฟลินท์มีความเสี่ยงสูง (จากข้อมูลการสำรวจประชากร) ซึ่งยังไม่นับเด็กที่อยู่ในท้องแม่ที่ดื่มน้ำในเมืองฟลินท์ในช่วยเวลานั้น   และยังไม่นับรวมเด็กที่ย้ายมาอยู่ที่นี่ชั่วคราวโดยไม่มีทะเบียนสำมะโนครัวในเมืองฟลินท์

Rotary members respond to Flint, Michigan, water crisis

We have been heartened by the outpouring of support from Rotary members in response to the water crisis in our city of Flint, Michigan. In April of 2014, a switch in the source of water from Lake Huron to the Flint River without an appropriate corrosive control plan resulted in erosion of pipe scale, lead solder, and lead copper joints which allowed the release of this lead into our water supply.

While the crisis is now news throughout the United States, work has been taking place on the ground for many months. Systems are in place to begin to address the immediate needs of families impacted by this emergency. Fire stations, churches, and community partners have been serving as points of access for families in need of water or water filters, while local agencies have been collecting and distributing donations as they come in.

We have been working with Rotary clubs throughout our area to coordinate some of this generous response. Here are ways you can help:

1. Clubs can donate to the Rotary Club of Flint Charitable Foundation. Donations will be used to support water related efforts in the Flint area. See more details on our club website.
2. Rotary members can donate to The Flint Child Health & Development Fund which was established at the Community Foundation of Greater Flint to support the delivery of critical public health, medical, and community-based services and interventions that address and mitigate the short and long term impacts experienced by Flint, Michigan, families exposed to lead as the result of the 2014-2016 Flint Water Crisis.
3. Individuals wishing to make material donations of water or other items should refer to information on our website for distribution sites, which vary depending on the size of the donation.
4. Individuals wishing to volunteer can register as an individual or a group at the Flint Volunteer Reception Center

The challenge that we face as a community is the long term impact of the months of unaddressed exposure to lead experienced by our community’s children. According to the Centers for Disease Control and Prevention, “No safe blood lead level in children has been identified. Even low levels of lead in blood have been shown to affect IQ, ability to pay attention, and academic achievement. And effects of lead exposure cannot be corrected.”

Experts are now stating that all children who drank the city’s water since April 2014 have been exposed to lead, regardless of their current blood lead levels. These tests only measure lead currently in the blood and do not accurately measure exposure. Blood lead levels decrease after 30 days as lead is distributed throughout the body, primarily to bones, teeth, and soft tissue. Lead accumulates in the body over time and blood-lead tests do not measure the overall lead burden in the body.

This translates to 8,657 children under age 6 in Flint that have been exposed to lead (based on Census data.) This number could be much higher in that it does not account for exposure to babies whose mothers drank the water during their pregnancy and those that were exposed but do not reside in the city and children of undocumented workers living in the city.

Your offers of support during these challenging times have been greatly appreciated. We are also reminded of all the work Rotary clubs do around the world to improve access to clean water and sanitation. Clean water is a basic need for human beings. And when people, especially children, have access to clean water, they live healthier and more productive lives.
